Question : I am a resident of middle east and travelling to germany in the month of december.

Yes, you both can take the vaccines.
Pneumococcal vaccine protect against 23 strains of pneumococci and coverage is for 5 years. So you have to repeat every 5 years.
Flu vaccine is against influenza virus, which is the most common cause for common cold. And this gives protection for 1 year. So it should be repeated annually.
