Firstly the cause of pigmentation needs to be identified prior to starting treatment.
Pigmentation over neck could be due to sun exposure, post inflammatory hyperpigmentation, acanthosis nigricans lichen planus pigmentosus etc
I would appreciate if you could attach an image of the pigmented area.

Also I would like to know if your work involves frequent sun exposure
if you are over weight or have diabetes
if at the area of pigmentation you had any preceding lesions
