I am a 69 year old female. I've had 2 heart attacks and 3 back surgeries. I am now experiencing red swollen feet and legs for about 3 months. It has nothing to do with poor circulation, even though my feet turn white when elevated. I've been tested several times in my legs, stomach and heart, checking for a blockage None was found..

As per your description,it looks like Cellulitis, i.e Infection of Skin and subcutaneous tissue.Another condition where limbs are swollen is Lymphoedema.But,here skin will be normal,not red.
If there is pain,fever Antibiotic like Linezolid has to be started.
Ultrasound /Color Doppler of the lower limb will give a clue.
Blockage of blood vessels is rare due to usage of Anti coagulants.
Please consult a Surgeon and proceed further.
