Brief Answer:
Urticaria, upload pictures
Detailed Answer:
Hi
Welcome to ask a doctor service
I have gone through your query and it could be urticaria which is an allergic reaction.
I would recommend you to upload the pictures of the affected areas under the report section of the site so that I can have a clearer picture of the condition and can guide you accordingly.

Unfortunately, I cannot get a clear picture due to my dark skin tone. The redness of the bumps doesn't show. I am not using or eating anything. I have tried seven different OTC creams. It puzzles me even more that I am getting no relief using antihistamines.
Brief Answer:
Short course of oral steroids along with antihistaminic
Detailed Answer:
Urticaria has several causes ranging from food and drug allergies, thyroid disorder, autoimmune, infection and in one third of the individuals occurs without a cause.
I would recommend you to take a short course of oral steroids along with antihistaminic.
I would recommend you to take tablet cetrizine 10 mg twice daily and tablet prednisone 20 mg once daily in the morning for 5-7 days.
Then stop the steroid and continue with cetrizine for another 8-10 days.
This should resolve your problem.
Steroids are prescription drugs and you need to see the doctor in person to get them.
