I've checked the attached image and it seems like scab formation along with some residual hematoma formation.
If you don't observe any progressively increasing swelling and in the pain is not excruciating then there's no immediate emergency. Although the fall was during skating, in case you haven't had a Tetanus shot in past 6months, then you should get one now.
Just apply some ice/cold compression gently over the area several times in a day for the next 2 days...Keep the area dry, and apply povidone iodine lotion (eg. Betadine lotion) twice daily for the next few days...
For pain a mild pain-killer i.e. ACETAMINOPHEN (eg. Tylenol) 650mg can be taken thrice daily for the next 3-4 days...
Avoid any strenuous activities which may involve the elbow. You can put on an elbow immobilizer strap to help to keep it at rest and promote quick healing. Please note, injuries around the elbow joint takes longer than usual to heal completely, so it may take several days (8-10days) or even weeks for complete recovery.
If despite following this, there's no marked improvement/any further increase in pain/swelling, then it should be checked up by an Orthopaedician and an X-ray of the elbow joint should be performed to look into it further.
