                                    Brief Answer:
Possible fibroma
Detailed Answer:
Hi and welcome.
It would be helpful if you please upload/post a photo of it so I can comment more adequately. It may be fibroma, cyst or genital warts, folliculitis or some other less common issues. These may also be enlarged sebaceous glands.
If this is red and painful, you should see a urologist and it may require surgical removal.
Wish you good health.
Regards

                                    Brief Answer:
Possible abscess or thrombophlebitis
Detailed Answer:
Hi and welcome.
If you had intercourse recently then it may be STD.
If not, then it may be abscess or thrombophlebitis. I suggest to apply Mupirocin ointment or heparin gel for few days. Also, you may put sterile gauze with warm chamomile tea on it few times daily, it will reduce inflammation. If there is no improvement, you should see urologist. Wish you good health. Regards

Whilst I am at it, not too far away from the possible absess is a small, tic-tac shaped bump under the skin of my penis.

Possible
Detailed Answer:
Hi. Yes, this is possible abscess and in this case, ointments may not be sufficient and it may need surgical incision. At this point, I think you can still wait and see if this will spread and then see if surgery is required. Wish you good health. Regards
