Question : I have a picture of some sort of skin condition that seems to be worsening on my sides which also seems to spread under my breasts and a few other small areas. My skin and scalp is always extremely dry as well.

Seems like tinea.

Detailed Answer:
Hi,
The attached picture seems like a tinea infection.
Nothing but a superficial fungal infection.

You can apply topical antifungal-steroid creams like Clotrimazole-Betamethasone combination over the region after cleaning with soap and water...

Generally, it will take four to six weeks to cure. Additionally, you may also take prescription based oral antifungal like Fluconazole 150mg once a week basis.

If symptoms persist better to consult a Dermatologist and get evaluated to rule out other causes and for a scrape biopsy.
