Brief Answer:
Go to ER

Detailed Answer:
Hi,

Thanks for the query? What is the size of the toy?
If the size of the toy is smaller than the diameter of the urethra then it would cause less injury. But practically speaking the next best step is to head to Emergency for its removal. If you try to remove yourself it can damage the urethra and cause strictures.
So ideally it has to be removed under surgeons supervision so that the healing would not cause strictures. Sometimes if the injury is large they may leave the catheter inside till it heals.
So please go to ER.
