Question : I have a thread of membrane attaching my penis head with my foreskin. I can't roll back my penis foreskin due to that single thread of membrane. My foreskin is not hard and it can be rolled back upto the point that membrane stops it.

Based on the fact and photograph that you have posted you seem to have a band of adhesion between Glans penis and foreskin which makes you unable to retract Foreskin completely over glans penis .This may pose difficulty in penetration of vagina during sex and may give rise pain during sex

Consult qualified Urologist for clinical examination in person to confirm the diagnosis .Yo may need to undergo surgery of Frenuloplasty or Excision of band under local anesthesia .

This is a simple surgery done under local anesthesia as a out door procedure and offers permanent cure so that you can have no difficulty in having enjoyable sex .

Is there a way it dissolves or cuts away on it's own with time or a surgery seems necessary? I'm thankful I'm talking to the smartest minds in the field.

There is no way that can get dissolved itself by any means ,

If left untreated it will give too much pain while attempting to retract the foreskin when the penis is erect which is of primarily importance during sexual intercourse .It may get torned during forceful penetration of vagina during sex and will give rise to profuse bleeding hence it is always advisable to get it excised properly by an qualified surgeon.
