Detailed Answer:
Hello and welcome to 'Ask A Doctor' service,
I carefully read your query and understand your concern.
The trimalleolar fracture may take some time to heal after surgery. The time varies a lot from patient to patient and depends on the extent of damages.
I think it can be normal for some patients to not be able to put weight on the ankle at 9 weeks.
Generally, the cast is removed after 6 weeks and patients start to gradually recover till 3-4 months when they can return to normal activities (not sportive activities).
It is important to follow the instructions of your doctor related to starting to walk on that foot or not. If you start to walk too early this may further delay the healing process or may cause more damages.
I think your doctor is recommending you the right things and it is advisable to follow his instructions. It is crucial to do physiotherapy. This will strengthen the muscles around the ankle and will help you have better support and more strength, and will help you to recover faster.
I hope this answers your query.
I remain at your disposal in case further medical assistance is needed.

I had hoped that an orthopedic surgeon would answer my question, only because I wondered If, in her practice, patients with this type of fracture often were unable to walk for 10-12 weeks after surgery. The swelling hasn't even gone away yet.

Brief Answer:
Swelling is normal as long as there is no infection (no redness or local heat)
Detailed Answer:
Hello and welcome back,
The swelling may be normal as well, especially if you do not have any redness or heat locally. If your ankle feels hot or is red then the doctor needs to check it to rule out infection.
If there is no infection then all you need to do is have the physiotherapy as this will help with the movements and also while the foot is used this will reduce the swelling.
