Hi.
Thanks for your query.
Noted the history and understood the concerns.
So many long courses of multiple antibiotics and no relief means something is missing.
Please give additional information for me to assist you better:
Are you suffering from diabetes or other medical conditions?
Please give list of medicines prescribed in past and you are taking at present.

Which part of the body has cellulitis?
Please post clear and focused photos of the area affected.
Please post reports of investigations particularly of the affected area like CT scan/MRI/ Ultrasound etc.

Awaiting for detailed history, feedback, reports and photos.

Brief Answer:
As discussed

Detailed Answer:
Thanks for your feedback and attachment of medications and photos.
For me this looks more like pre-tibial edema as this is going on for so long.
The obvious causes may be as follows:
Hypothyroidism.
Some of the medicines like anti-hypertensive you are taking.
Reaction to some medicines.

The local causes:
Lymphangitis as evidenced by the peau d' orange character of skin.
Chronic infection of tibia bone can also exhibit like this.

Hence I would advise you the following:
MRI or CT scan of the affected area will help to know the exact cause along with detailed clinical history and other relevant investigations.
Please discuss these factors with your Doctor which may help to know the ''exact'' diagnosis.
Exact diagnosis allows for specific and result-oriented treatment.

I hope this answer helps you and your Doctors.
Please give feedback once all these things are done.
Feel free to ask for further relevant queries.
With Regards.
