Question : I have circular red splotches hex on my neck. In have no history of having birthmarks but do have pcos, I own a housecat and am a non smoker.

I have gone through your query and reviewed the attached photograph.
It seems to be pityriasis versicolor which is a superficial fungal infection of the skin.
I would recommend you to apply topical anti fungal like sertaconazole cream or miconazole cream on the affected areas twice daily for 3 weeks.
This will help in resolving your problem.
