Question : I have dried skin on my hand, mainly knuckle. Since I'm in the Netherlands, i think this is due to dried skin. I have not used lotion as often. Now this is my skin after applying moisturizing lotion. There are red/dark spot on the knuckle. Before applyingn lotion, they are white and a bit scaly. My question is that this is dried skin right? Not a rash that I should be concern about. So far only my hands has this condition

Yes, I think it is due to extremely dry and easily irritated skin which skin can get if it is extremely dry. I suggest you to use a bland moisturizer regularly e g petrolatum or paraffin based.
