Candida infection possible.

Detailed Answer:
Hello dear, welcome to Ask a doctor service.
I read your query and here is my advice.

The irritation under the foreskin is probably caused by candida infection or yeast infection.
It cant be treated with hydrocortisone cream but can get better in the moment and then get worse.
You may need to take antifungal creams such clotrimoxazole or miconazole . They can be found otc in pharmacy.
Also use wide and cotton underwear to reduce irritation.

Hope I have answered the question.
