I have gone through your query and it seems to be a case of chronic eczema.
It is a chronic and resistant disease which will take long time to resolve.
I would recommend you to apply topical steroid like clobetasol propionate cream on the affected area twice daily for 2 weeks followed by once daily for another 2 weeks.
Also take antihistaminic like levocetrizine 5 mg once or twice daily depending on the intensity of itching for 3-4 weeks.
Steroidal preparations are prescription drugs and shows be taken under the supervision of the doctor.
