Question : I have numbness on one side of upper lip.

Dryness of the lips can cause numbness in the lips partly.

Apply a lip balm and observe, if not reduced please send an image of your lips, I shall have a look and opine.

DO you have dental caries now or had in recent past?
Did you injure your face in recent past ?
