Question : I have pain all over the body and stiffness. I have been consulting for a while now and my ESR right now is 40 and WBC is at 13500. My history shows these two are always elevated. I am 25, female.

Hi,
Elevated WBC count is seen in infection and inflammation. The fever, body pain and stiffness all suggest possible acute infection. Raised ESR is also probably related.
Without complete medical history and physical examination findings it's difficult to determine the type and nature of infection here. I will recommend visiting a physician. You may need further evaluation based on clinical examination findings. Tests may include urine examination and serological / microbiological tests.
Until then, you may use acetaminophen 500mg every 4-6 hours. It will ease the discomfort and treat fever.

I have done Thyroid and Arthritis which are both negative.
Past year I have had 3 blood tests and taken follow up medicines but everytime I do the tests the ESR and WBC seems to be elevating still.
Now I have unbearable shoulder pain also.
Can such an infection keep getting worse even after medicines? Can my shoulder pain be connected in any way?

As mentioned earlier infection and inflammation are two common reasons. Infection can recur despite medications. Similarly waxing and weaning is common with inflammation too.
It is difficult to join the dots and come to a conclusion without a physical check up. Therefore my suggestion to meet your physician. He/she will run tests to check for infection. If none is found then you may need a rheumatologist.
