Question : I have slight closing of the right eye, congestion, pain in back of neck that goes to my shoulder and back

The pain you are having in spine, neck, shoulder and back may be related to pinched nerve further to a spinal cord disease or condition. Spondyloarthrosis or degenerative spondylitis may cause inflammation of the nerves causing pain.
You may need to do a x-ray of cervical spine to see its conditions.
I don't think that slightly closed and congested eye are not related to the conditions. Possibly you are having an eye infection or allergy. You can send me a photo of the eye
