They've been gradually growing for the last year or so (I think), but have stopped growing at the current size they are in the picture. However, there are additional black marks now showing up on the rest of the foot so I was worried they might be connected to the main legions. They only cause pain when dug at or too much pressure is applied but I generally forget they exist. I don't have any on my hands, they're just on my feet. My left foot is the one with more issues, however. I don't have any other ailments and I'm not taking any medicines.

According to your complaints they seem to be warts. It is a viral infection.
I would recommend you to apply a lotion containing salicylic acid 16.7 percent and lactic acid 16.7 percent on the affected area twice daily for 3 weeks.
This should help in resolving your.
Alternatively you can consult a dermatologist and get them removed by electrocautery.
