A white mark on lower lip could be caused by many conditions. Can you upload a photo of the rash so that I am better able to help?
What is the current size of it?
Is it flat or raised?
Is it multicolored or changing colors?
Does it have a definite border or it just merges with the surrounding skin color?
Have you tried any medicines?

If it is a skin condition, then dermatologist may help. But if it is a raised lump, a surgeon would be better able to help.
