If HIV positive person touched my fresh bleeding lips wound with his finger transmit HIV? He don't have any cuts on his finger and its intact....

In our country nearly 24 lakh people are living with HIV (it could be even more). If their touch would be infectious, how can we able to manage the HIV incidence remaining low?
All these people who are on ART are as healthy as anyone of us. They are moving everywhere (Buses, trains, crowds of festivals, marketing area etc,) There is every possibility of them touching us at various situations. If it is infectious, by this time, we every one of us would have been infected with HIV infection. Thank God, there is nothing like that.
HIV patients are living with their families and cared by them. HIV children are cared by their parents or their care takers and they are going to schools, No such transmission had occurred so far. HIV positive individuals are not untouchables.
Not to worry. HIV would not spread in this way.

Yesterday, i touched very fresh urine with my penis head urethra. ( within 5 seconds before persons came out from toilet) and it touched fresh urine. Does this transmit HIV? Do I need any test?
