Brief Answer:
Can be cervical radiculopathy.

Detailed Answer:
Hello dear,

I think this can be related to a pinched nerve on the neck (radiculopathy ). It can be caused by changes on the spine due to degenerative disc disease ,bone spurs ect.
You may need to use anti-inflammatory drugs such ibuprofen or naproxen for pain.
Use muscle relaxers such musxoflex.
Use warm compresses on neck and shoulder.

Hope I have answered the question.
Let me know if I can assist you further.
