Brief Answer:
PSA is fine cause has to be determined to treat accordingly.

Detailed Answer:
Hello,

Thanks for writing to Health Care Magic, I am Dr Muhammd Ahmad, I have closely read your question and I understand your concerns, I will hereby guide you regarding your health related problem.

To me the reason of the blood not being coagulated this time is that, this time you aren't bleeding that much and that's why blood is diluted and is not coagulating , if there were more blood it would have coagulated.

There are some reasons of blood in urine --

1) In your case it can be your prostate at the top of the list.
2) It can be due to minor stone or sand in kidney or ureter.
3) It can be due to some inflammation in the kidney or ureter.
4) Blood can be there from bladder, it can be a growth in bladder, in extreme cases bladder tumor can cause silent bleed in urine. It's not meant to scare you, i am just sharing the details for your enlightenment.
5) It can be a UTI ( usually it causes symptoms like pain , burning and fever and you did not mention them so i will keep it down the list).

To manage it , specific cause has to be determined at first, there are tests like Urine Routine analysis, Ultrasound KUB and IVU to determine the cause and focus of bleed and then treatment is commenced according to the cause. Therefore, I'll advise you to visit your urologist so that the cause can be found and treated accordingly.
Your PSA is very fine though if it's a fresh reading.

I hope this answered your question, if you have more feel free to ask.

Regards.
