Question : my blood pressure is 159 over 109 my pulse rate is 103 I have shallow breathing should I see a doctor

Without more information of what else is going on (stress and anxiety? history of high blood pressure or heart problems? chest pressure?) I would say if your blood pressure is not coming down or your breathing improving, you should go to the ER.
Why is your breathing shallow - are you in pain?
Systolic (upper number) over 180
or Dyastolic over 110
is considered in need of urgent evaluation and treatment.
And pulse over 100 is considered tachycardia (too fast) although 103 is not considered an emergency if it is regular. But as you are having shortness of breath with this, you should be evaluated now, if it is not improving when you check it again.
