Question: My 11 yr old daughter has not been feeling herself...she has had cold symptoms and a very low grade temp. Today I noticed on her ears and behind them and down her neck a little is a rash. Is this how measles start??

Is the rash localized on ear part or is also spread to other body parts: hands, feet, face, genitalia?
Physical examination would determine the right diagnosis and to rule out other common viral infections (e.g. coxsackie, which will take up to 10 days until the symptoms will be resolved).

I have gone through the pictures of your daughter carefully. Although the low quality of the pictures, I have noticed the rash in her ears and neck. Based on the photo (although low quality) and the clinical symptoms you are reporting (cold like symptoms), it seems to be the starting of measles to my opinion.
As it will take a few days to be settled, I advise to:
- make her rest
- give calamine lotion for the rash
- give anti-hystamine drug like loratadine/levocetirizine to relieve itching
- make sure she will take plenty of fluids (water, soups)
I suggest to get her evaluated by the pediatrician in case:
- her fever will increase from low grade to high grade to check for secondary bacterial infection
- the rash will increase in the following days
