Question : my 5 year old son has an issue at about 3 that his urine was going up so the urologist states his pee hole was small he gave me a cortisone cream and it seemed to work but the issue has returned wil the cream work again or will he likely need surgery?...

The Hydrocortisone cream will work again. But after it works again, you need to daily retract the prepuce and wash with soap and water while giving bath. In this way you can keep it without becoming tight prepuce again.
