Brief Answer:
A biopsy is recommended.

Detailed Answer:
Dear Ma am
Good Morning!

Annoying cough and hoarseness of voice are suggestive of a multinodular goiter causing pressure on trachea (windpipe) resulting in narrowing and producing annoying dry cough.

Hoarseness of voice is due to vocal cord dysfunction due to pressure on the nerve supplying the vocal cord.

In view of the possibilities of the compression symptoms, a biopsy is recommended to find out the nature of the goiter whether it is inflammatory or due to malignancy.

Hope the suggestion given could be beneficial to you in coming to a diagnosis.
Best regards.
