Brief Answer:
Yes, this could be UTI.

Detailed Answer:
Hi Stitchs,
Thanks for consulting us.
UTI stands for urinary tract infection.
Bladder infection is also a urinary tract infection.
Frequent urination & burning urine both are recognized signs of UTI.
However, blood in urine is not a common sign of UTI, It usually signify stones in the urinary tract or other urinary tract pathologies like tumor, Interstitial cystitis etc.
Frequent urination could also be a result of your Diabetes or age factor.
Anyway, I strongly recommend you to have a urine DR test & an Ultrasound or X-Ray KUB. Also get your sugar profile tested to get an update of your control.
These tests will tell you the cause of these symptoms. Consult a physician for evaluation of the reports & treatment.
Meanwhile, drink plenty of water to flush your systems.
Wish you good health.
Take care.
