Question : I had intercourse with a girl who may have hep c. I got tested after 8 weeks and then again at 22 weeks. Both times were a negative. Should I be concerned?

So, I did wait long enough for the hep c test to give an accurate result? This is my main concern.

Usually, the test will give an accurate result 8 weeks after exposure. As you have done the analysis twice: after 8 and 22 weeks, then, to my opinion, there is nothing you should be worried about hep C (no hep c as the tests resulted negative).
There is another more accurate test called HCV RNA which will detect the presence of the virus C. It will be present in the blood within the first 2 weeks of exposure.
At the end, as long as the other test resulted both negative, there is no concern for hep C.
