Question: My mother is expected to for cataract operation but her bp measred 160/40 should she go for operation or to cardieologyst ?

After going through the medical details provided by you I would like to tell you that blood pressure of your mother is high so even if you take her for surgery the surgeon won't do it and it also not advisable.

It's advisable to first consult a cardiologist personally for evaluation and start her on proper antihypertensive to lower down bp to acceptable range and then plan for cataract surgery
