Question : Is it infected ,irritated because I use oxygen peroxide to clean it or by diaper

As it shows redness and dryness in pics,It is most likely due to infection.
Apply t bact ointment after cleaning with Bernadine liquid( after consulting your treating doctor)
Keep the area dry and clean and pour neosporin powder as well.
