Based on your query, my opinion is as follows.
1. RISC test is towards evaluation of risk of future development of neurological and vascular complications. It is also possible theoretically to suggest possible insulin resistance.
2. No, its not necessary. After or before, importantly sugar control is important.
3. Taking a test should not be a problem. However, interpretation of test is not yet standardized as it has been recently introduced.
