Question : I saw a circ revision vid from Europe. In it the patient wanted a very low cut. So the doctor made the two incisions, then “tunneled” under the skin, removing filaments of tissue appearing to connect the skin to the subcutaneous tissue. Of course, what he tunneled under was to be removed, so maybe the tissue would die from loss of blood supply or have nerve damage.

I have severe delayed ejaculation. I have a very loose circumcision. I know if my head stayed covered soft, and if I had some gliding action, it would help

Is it possible to to surgery like this under live skin to release the skin to move more freely? That would help

There are so many videos on internet so difficult to understand what you have seen. You may give me the link.
Your basic problem is delayed ejaculation. This is not much related to to the loose skin or open glans or so. In fact open glans can give more sensation and timely ejaculation.
As you know the skin is easily movable when penis is flaccid, but stretched well on full erection. It is always freely XXXXXXX over the shaft.
So for your problem of delayed ejaculation this may not be the solution.
As you may know, sexual arousal, act of intercourse, ejaculation are dependent more on your moods, cooperation by your partner, time, place and so many things like stress, anxiety, right and wrong information.
All these play a vital role.
