Brief Answer:
Mostly it is ok

Detailed Answer:
Hi
Thanks for your query.

Screaming at the kids is ok for the kids but it does mean that the parent/caregiver is losing it. It may affect the parent-child relationship. Parents/ caregivers should know when to stop. Explaining the things calmly is more effective than screaming on them.

In some researches it is seen that they may learn the behavior from the adults. In some time they start behaving in the same way.
Some say that the kid gets frightened by screaming and the negative energy.

I personally think that too much screaming and arguing may affect their mental development and personality. Little bit of it is ok and is sometimes needed. They will know that such negative tendencies exist in humans.

They should also know as to what to do when the situation gets out of hand. They should be able to escape any harm.

Screaming is not illegal (hitting them is illegal).

Hope it helps.
