Is Normal Delivery Possible When The Baby's Head Is Not Fixed At 37 Weeks?

Question: My wife is 37 weeks 4 days pregnant. We were visiting our doctor and as per all the reports everything is normal till now. Unfortunately she had to take off for 2 weeks for personal reasons. We went to another hospital and the doctor there said- head is fixed, it is still rotating. It generally gets fixed by the start of 9th month. Now there are nil chances of normal delivery due to this. What I've read on net is there have been multiple cases when head is not fixed till the end. Should we go to another doctor at this point?
As per reports till now, we were expecting normal delivery.

Sorry for the delay in my response.
Labor pain usually starts after head get engaged.
But head may get engaged during labor also.
Labor may get started without engagement of head and if dilatation is good,head get engaged and normal delivery may occur.
So in some cases, head may get engaged during labor and normal delivery may occur.
