Brief Answer:
Possibly trauma

Detailed Answer:
Hi,
I am Dr Mittal.
I have read your message.
I think I can help you.

In case of people who masturbate, the most common cause of the redness is trauma.
So I would suggest that you try to avoid the practice for a few days.
Most often, that is enough.
Get a ultrasound of the scrotum tested in the meantime along with urine culture (and if available in the area- semen culture).

I have tried to make it as simple as possible. I hope that the information contained in this message will be able to help you find the best solution for your problem.
Best of luck. Dr Mittal
