Can NOT be.
Detailed Answer:
Hi.
Scabies can not be a sign of HIV .
Scabies is caused by a parasite and have no relation to the causes of HIV.
The most remote relation is - the person who has both the HIV and scabies, can transmit both the diseases to another person. Otherwise there is no other relation.
