Hello sir and welcome.
Thank you for writing to us.
I have gone through your query with diligence and would like you to know that I am here to help. Quite honestly I need to first view the lumps or spots in speaking in order to comment on whether or not they can be a cause for concern.
So I would greatly appreciate it if you could either attach clear images of the region to our discussion here or email them to me at:

Brief Answer:
STI seems unlikely from the given information sir
Detailed Answer:
Hello once again sir.
It does seem like a slight penile discharge, but as of now there should be no cause for concern as it does resemble simple pre-ejaculate as of now.
As you did wear a condom for penetrative sexual intercourse, the chances of contracting an STI have reduced significantly.
Although the oral sex was conducted with a condom, in my opinion as of now the chances seem negligible to non-existant. So only if you develop any new symptom or notice any physical changes, write back to me reporting them sir. But otherwise, I do not see any cause for concern.
I hope you find my response helpful. Please feel free to write back to me for any further clarifications, I am always here to help.
Best wishes.
