Smoking affects smaller blood vessels very badly. Complete body is full of smaller blood vessels, I would rather say no part is left unaffected due to smoking.
Not directly though, but yes, there is certainly bad effect on liver due to smoking. Hepatitis B make liver much more vulnerable for sure.
