If you are not sexually active then the lesion is not a sexually transmitted infection so ingrown hair or folliculitis (inflammation of the hair root) are likely.
Both of these are not worrisome. They generally are self-limiting and rarely require treatment.
You may need to avoid shaving in the genital area as shaving is a risk factor for ingrown hair. You may cut the hair short instead.
Otherwise, just keep an eye on the lump.
If it does not completely go away in 4-6 weeks or if you notice it is getting worse, it is best to have it checked with a doctor.

Warm compresses 2-3 times a day (watch that you do not get burned) and probably some local antibiotic ointment may be helpful. But, you do not really need to treat it at the moment, unless you really would like to try something.
