Question : Is this normal healing 3 weeks after mole removal? I feel like it starts to heal and then regresses.

Thanks for the query and photographs.
It looks a bit depressed now however complete healing and scar remodeling take about 6 weeks. Apply silicon based gel or aloevera based cream twice daily for a month.
This will help in faster healing.
