Oral sex is though safer than normal sex it is not completely safe. In oral sex more chances of infection in partner who receives penis in mouth than that of mouth to penis.
In 39 seconds of encounter very less chances of transmission of any infection. To be on safer side you should go for urine routine micro and STD profile testing.

Tingling may be due some scratching during oral sex.
