Brief Answer:
Yes, its absolutely safe

Detailed Answer:
Hi

Thanks for writing in.

Restoration is absolutely safe in 3 year old kid.I would like to tell you types of filling preferred in kids:-

1. Glass Ionomer Cement filling- it is indicated for short cavities & has an advantage of fluoride release that prevents tooth from decay

2. Miracle Mix - It is indicated in large cavities & has strength of mercury & advantage of fluoride release

3. Temporary filling- Indicated in very deep cavities & pulpotomy procedure

Go for either of mentioned filling.
Also ask your kid to brush twice a day.
Consult pedodontist for further query.

Hope I elaborated the required information.

Wishing you good health
