Hello and welcome to ask a doctor service. I have gone through your query and viewed the images.

I can see excoriations in this images due to scratching. You seem to have dryness/ xerosis of the skin. I suggest you to use a moisturizer regularly e.g petrolatum (aquaphor), twice daily. In addition I suggest you to take an oral antihistamine e.g cetirizine 10mg tablet once a day for symptomatic relief from itching.

Ok. But that red blotchy area looks like petechiae. I also have it in my armpit stretch marks.
Ive had shortness or breath and random sharp joint pains mainky in my lower back, ribs hands and feet.
Im very worried i have leukemia or hodgkin's lymphoma

Hi.
I assure you those are not petechiae. Those are definitely excoriation marks due to scratching of dry, itch skin. They are linear and along scratch lines. I suggest you to manage accordingly. For joint pains I suggest you to take an oral antiinflamatory e.g tablet Ibuprofen or diclofenac for 3-5 days.
