Brief Answer:
Possible yeast infection

Detailed Answer:
Hello,

The most common cause of itchiness and redness in the vulva at your age is a yeast infection. So that is why hydrocortisone doesn't help.
Consider using ketoconazole 2% cream once per day for 5 days. Or a single tablet of Fluconazole 150 mg if you do not have liver problems (may need a prescription from local physician).

If you have already considered this diagnosis before and ruled it out, then please give me more information and I will be happy to help answer your concern.

Kind regards,
