Also had a few weeks and is not painful

Looks to be a large hemangioma

Seen the photo.
This looks to be a large hemangioma.
Since this is superficial handling it in a wrong way can cause severe bleeding hence do not touch or rub over it.
I would advise you the following in such a situation:
To get a confirmed diagnosis MRI/ MRI angiography is the best way.
Once confirmed about the diagnosis and its extent then only a proper management can be planned.
Please consult a general Surgeon or Vascular Surgeon.
