I just sent a picture of the marks on my grandsons foot.

It was taken when he was wet from bath.

We don't know where it came from

This looks like -
1. Birthmark.
2. Bruising due to any injury or a poke.

If it is not bothering the baby in anyway you can just leave it; but if it is increasing or there is any fever or if it is bothering him, he might required in physical examination please.
