I read your query and here is my advice .

I see the picture you attached and she is having a running nose. I believe that the rash in nose is caused by the irritation she is having because of the running nose.
You can use saline water to rinse the nose. Also you can use Tylenol or ketotifen to help reduce a bit the running nose.
