Question : My child got blood on her hand from an adult giving her physical therapy. Just a smear. It was washed off. We didn’t see any broken skin, but she does have hangnails.

If the skin is untouched without open sores or cut then there is no risk of HIV or other blood transmitted diseases.
Hangnails may be a problem because they form a cut on skin and it can make the transmission possible.
