I have gone through your query and here is my advice.

Usually average weight of 3 yrs girl child is 13 to 14 kg.

You can give syp sinarest 10 to 15 mg/kg every 6 hourly considering it contains chlorpheniramine 1 mg, phenylephrine 5mg, paracetamol 125 mg per 5 ml.

Still If she persists symptoms, it would be better to consult with pediatrician and get detailed clinical examination and investigations as per evaluation.

Along with that keep her hydrated.
